Project Description: The California-Nevada Fish Health Center (CA-NV FHC) is co-located with Coleman National Fish Hatchery and is located in northern California, approximately 150 miles north of Sacramento, California. The center provides fish health services within California and Nevada. Federally funded national fish hatcheries within California and Nevada receive health diagnostic and inspection services from the center. In addition, the center works in cooperation with other federal, state, and Tribal agencies in surveying, sampling, and analyzing hatchery and wild fish populations.

The Service awarded Recovery Act funds to the California-Nevada Fish Health Center for the following projects, which have all been completed.

Building Insulation

This project installed blown fiberglass insulation in the attic space of the Administration Building and Laboratory to increase insulation and save energy. The contract was awarded to Howard Construction of Cottonwood, California on October 17, 2009, in the amount of $ 3,360.00.

Howard Construction provided all limited design, construction, labor, materials, management, supervision, and incidentals to construct a complete project suitable for the use intended. The company installed blown fiberglass insulation in the attic space to achieve an R-value of 49 or greater.

The site was occupied during the construction period. The project incorporated construction phasing as needed to minimize disruption of on-going FWS work activities. The project was completed on November 25, 2009.

HVAC Unit

The existing packaged heat pump for the Lab, Building #1 was in need of replacement. It had exceeded its useful life and was no longer efficient. This project included removal of the existing unit and its replacement with a new, appropriately-sized (five ton), Energy Star rated unit (13 SEER or better), including programmable electronic thermostat and all necessary electrical connections. The contract was awarded to JS Mechanical, Inc. of Redding, California on August 26, 2009, in the amount of $ 6,828.00.

JS Mechanical replaced the existing packaged heat pump unit with a new Energy Star, high-efficiency unit including but not limited to controls, control wiring and connections, power wiring and connections, and testing of system. Work also included salvage and disposal of existing refrigerants in conformance with California environmental, building and electrical codes. The project was completed on September 28, 2009.

Shade Awnings and Reflective Film

This project installed solar window film and shade awnings on both buildings in order to decrease cooling costs. The contract was awarded to Howard Construction of Cottonwood, California on October 17, 2009, in the amount of $ 5,558.00.

Howard Construction provided all limited design, construction, labor, materials, management, supervision, and incidentals to construct a complete project suitable for the use intended. Specific work included the installation of solar window film and shade awnings on 11 windows of various sizes. The window film met Energy Star standards. Window shade awnings were similar in color to the buildings and provided sufficient shading to reduce cooling bills. The awnings can withstand a minimum of 15 mph winds. The contractor was responsible for verifying all window measurements.

The site was occupied during the construction period. The project incorporated construction phasing as needed to minimize disruption of on-going FWS work activities.  The project was completed on October 29, 2009.
